The provision of vocational education and training (VET) is currently being focused on demand-side needs on order to enhance relevance, quality and efficiency. Until recently, the demand-side was seen to comprise 'industry', the bi-partite spokespersons for enterprises and workers. Now enterprises have become the focus of demand-side needs. However, individual and regional interests also comprise the demand-side and have legitimate needs and interests. The research found some areas of commonality among all clients, areas of commonality between two groups and areas of difference.
Proposed here is a model for determining the need for and the implementation of VET that seeks to reconcile differences and achieve mutuality of interests. An overview of the project is given, the research design and methodology are described, and the findings of the project are presented. Case studies from a provincial centre, a rural region and a metropolitan region are presented in an appendix.

Approximately 40 per cent of graduate recruitment in Australia is by small and medium accounting (SMA) firms, firms which can face different constraints compared to their larger counterparts. Given the attributes of SMA firms it is important to appreciate what they consider makes a work ready graduate. This article reports the findings of a study that explores what makes a graduate work ready when commencing employment within an Australian SMA firm. The findings suggest that a work ready graduate for an SMA firm has a working knowledge and understanding of business accounting software programs, taxation knowledge and tax software skills. Additionally, there is a high emphasis on communication and interpersonal skills. This raises the question as to whether current university degrees are providing adequate technical and generic skill development for those graduates seeking employment with SMA firms.

It addresses, firstly, the system's intents and the changing context in which these intents are attempting to be secured and secondly, the identification of emerging trends. Such an analysis makes it possible to be informed about the likelihood of current policy achieving those intents, as well as offering potential improvements and alternatives to those policies. The project reported in this overview sought to determine the ways in which competency based training (CBT) had contributed to the development of an Australian workforce that is adaptable and flexible. Data were gathered from respondents involved in two industries (metals and hospitality) in two states (Victoria and Queensland). Analyses of these data were used to identify the impact of the introduction of CBT on curriculum, assessment and instructor’s practice, and to determine the educational worth of CBT in realising government policy goals. This overview document comprises a set of findings arising from the investigation, a synopsis of the study, a brief overview of the rationale for the investigation and the means by which it was conducted. It also provides a summary of findings and recommendations for future policy and practice.

This document reports on a study undertaken by researchers at the Centre for Learning and Work Research (CLWR) at Griffith University, and the Studies of Work, Education and Training academic team at Monash University. The study sought to evaluate the contribution of competency based training (CBT) to Australian vocational education and training (VET). This report is structured into seven chapters. The first chapter outlines the context for the project, its policy analysis and briefly outlines the findings. Chapter 2 provides an overview of the associated literature, focusing on both the expectations behind the initial implementation of CBT, and evaluations of that implementation over the last decade. Chapter 3 outlines the project methodology. Chapter 4 is a report of findings that focus on curriculum development. Chapter 5 reports findings concerning assessment issues. Chapter 6 outlines the work completed in evaluating changes in teachers' practice. Finally in chapter 7 the findings and conclusions from each of the preceding chapters are synthesised into a set of key deductions and a set of recommendations for the future.
